Uganda Security Forces Warn Against Rebel Activities, Accuse German Ambassador of Meddling

Kampala, May 23, 2025 – The Uganda People’s Defence Forces (UPDF) has raised alarms over rebel groups allegedly planning violent attacks and economic sabotage, while accusing foreign diplomats—including Germany’s ambassador—of funding destabilization efforts.

In a press release dated May 23, 2025, the Ministry of Defence & Veteran Affairs disclosed that security agencies have arrested multiple suspects linked to armed rebellion, bomb plots, and vandalism of electricity infrastructure in central Uganda. Districts such as Wakiso, Mukono, Kayunga, Luweero, and greater Masaka have been particularly affected.

Some detainees were reportedly posing as opposition activists, including members of the National Unity Platform (NUP). Many have been charged and remanded as security forces intensify operations ahead of next year’s general elections.

The statement accused unnamed European diplomatic missions of supporting anti-government groups, singling out German Ambassador Mathias Schauer for alleged "illegal and clandestine activities" that violate diplomatic norms.

"The intelligence services are aware of his clearly undiplomatic practices," read the statement, warning that Uganda would take "decisive action" against foreign interference. The government claims it is engaging diplomatic channels to address the issue.

Authorities urged Ugandan youths to avoid being manipulated by "enemy political actors" and instead participate in government-backed economic programs. The statement vowed to identify and punish "local treacherous elements" collaborating with foreign forces.

With elections approaching in early 2026, the UPDF’s warning signals a tough stance against perceived threats. The allegations against foreign diplomats could strain Uganda’s relations with Western partners.
