KAMPALA, Uganda – The Electoral Commission has officially released the electoral programme for the upcoming by-election of the Member of Parliament for Adjumani West Constituency and the Sub County Female Councillor representing Older Persons in Pachara Sub County, Adjumani District.
In a press release issued on August 3rd, 2026, the Commission chaired by Justice Bakhanda Mugenyi Simon outlined a detailed timeline of activities leading up to the polls, with the MP election slated for September 17th, 2026.
The electoral programme, which commenced today with a stakeholders' meeting and press briefing, includes the following critical milestones:
Voter Registration and Update (August 5–7, 2026):
The National Voters' Register will be updated at the parish level, with the cut-off date for registration of new voters and transfer of voting locations set for August 7th, 2026. This gives residents of Adjumani West Constituency a narrow window to ensure their names appear on the register.
The register will be displayed at polling stations across Adjumani West, allowing voters to verify their details and raise any objections. This will be followed by the display of Parish Tribunal recommendations for deletion from or inclusion on the register at parish headquarters from August 26th to 31st, 2026.
Nomination of Candidates (September 7–8, 2026):
Aspiring candidates for both the MP seat and the Older Persons Female Councillor position will present their nomination papers at Adjumani District Headquarters. The inspection of nomination papers and lodging of complaints will run from September 8th to 14th, 2026.
Candidates will have a seven-day window to canvass for votes, with the Returning Officer meeting candidates on September 9th to harmonize campaign programmes and form Liaison Committees.
Polling Days:
- September 16, 2026: Polling for the Female Older Persons Councillor, Pachara Sub County.
- September 17, 2026: Polling day and tallying of results for the Member of Parliament for Adjumani West Constituency.
The Commission has also outlined the recruitment of electoral officials, including display officers, polling day officials, and supervisors. Interested individuals should note that recruitment for polling day officials will include a written interview, with names of successful candidates displayed for public inspection between September 11th and 16th, 2026.
The Electoral Commission has called upon all stakeholders in Adjumani West Constituency to participate in the above activities in accordance with the guidelines for the by-election. The Commission reiterated its commitment to conducting "free and fair elections and referenda."
The by-election follows the vacancy created in Adjumani West Constituency, although the Commission's press release did not specify the circumstances leading to the vacancy. Residents of the constituency are now gearing up for a competitive electoral process that will determine their next representative in Parliament.
