President Museveni Orders Probe into Veterans’ Compensation Funds

President Yoweri Kaguta Museveni has directed a full investigation into the mismanagement of compensation funds meant for Luwero Triangle veterans and their families. The directive came as the country marked Heroes Day celebrations at Kaliiro Town Council in Lyantonde District

During his address, President Museveni acknowledged the critical role played by veterans and supporters of the National Resistance Army (NRA) during the liberation struggle, particularly those from the Luwero Triangle, the epicenter of the five-year bush war that brought the NRM government to power in 1986.

Museveni expressed disappointment that many veterans—despite a government pledge—have not yet received their compensation. He reminded the nation that back in 2008, government agreed to pay five million shillings to each veteran leader and one million shillings to every village-level supporter who contributed to the struggle.

“I am surprised that some of our leaders and comrades have not yet been paid,” Museveni said. “This is unacceptable. The people who helped liberate this country must be honored not just in words, but in action.”

In a strong message directed at the Ministry for Luwero Triangle, the President tasked Minister Alice Kaboyo to publicly account for the funds her ministry has received. He revealed that the government had allocated 218 billion shillings towards veterans’ compensation since the ministry’s formation.

“If the 218 billion shillings had been properly utilized, all the 87,000 veterans should have been compensated by now,” Museveni emphasized. “We need full accountability. Those responsible for mismanaging these funds will face consequences.”

The President's remarks resonated deeply with the mood of the day, which was dedicated to honoring Uganda’s fallen and living heroes—those who sacrificed for the country’s freedom and development. The celebrations were marked by a colorful parade, the awarding of medals to distinguished Ugandans, and cultural performances showcasing the heritage of Uganda’s journey to peace and stability.

President Museveni reiterated that honoring heroes must go beyond ceremonies, calling for commitment to justice, transparency, and service delivery.
