A councillor representing Ntawo Ward in Mukono Municipality has come under fire for his disruptive conduct during a council session, leading to calls for his apology and disciplinary action. The incident has sparked tension among council members, who have condemned his behavior as unbecoming of a public servant.
The controversy erupted during a council meeting when Councillor John Sebunya allegedly engaged in disrespectful behavior, including shouting and making inflammatory remarks towards his colleagues. His actions disrupted the proceedings, prompting Deputy Speaker Rogers Bazanya to intervene and demand order.
Bazanya reprimanded Sebunya for his conduct and instructed him to apologize to the council and the Speaker. However, Sebunya refused to comply, further escalating the situation. Instead of apologizing, he accused his colleagues of targeting him and attempting to silence him.
The councillor’s defiance drew sharp criticism from his peers. Councillor Vincent Lubwama condemned Sebunya’s actions, describing them as unacceptable and calling for disciplinary measures to be taken against him. Other councillors echoed similar sentiments, expressing disappointment over the incident and urging the municipal leadership to address the issue.
Some councillors, however, attributed the conflict to underlying tensions within the council and called for better leadership to foster unity and professionalism. They emphasized the need for councillors to undergo training to improve their conduct and effectiveness in serving the community.
Deputy Speaker Bazanya, while addressing the matter, expressed regret over the incident but stated that his hands were tied in terms of taking further action against Sebunya. He urged the councillor to reflect on his behavior and work towards rebuilding trust with his colleagues.
The incident has highlighted the challenges faced by local councils in maintaining decorum and professionalism during meetings. As the Mukono Municipal Council seeks to move forward, there is a growing call for measures to prevent similar incidents and ensure that council sessions are conducted in a respectful and productive manner.
