Lubaga Division Speaker Rt. Hon. Musah Mbazira Warns of Severe Environmental Degradation in Kampala

Lubaga Division.The Speaker of Lubaga Division Council, Rt. Hon. Musah Mbazira has raised alarm over the worsening environmental conditions in Kampala, blaming city leaders for negligence.  
 
Speaking from his office at Lubaga Division Headquarters, Mbazira criticized the Kampala Capital City Authority (KCCA) for abandoning the  Kampala Green Initiative, a program aligned with the Non-Aligned Movement (NAM) that aimed to plant trees across the city.

Mbazira, a two-term Councilor representing Kabowa Parish and current Speaker under the NRM ticket, accused both KCCA officials and Members of Parliament of neglecting their duty to protect the environment.  
 
The environment has been severely degraded due to irresponsible leadership, including MPs and top KCCA officials who have failed to prioritize the well-being of the people," Mbazira stated.  
 
Key Environmental Issues in Kampala. 
 
Some of the major problems highlighted include:
  
Flooding. Due to poor drainage, when it rains.  
-Indiscriminate waste dumping with garbage piling up in public spaces.  
Lack of proper waste disposal systems is forcing residents to live in unsanitary conditions.  
 
Mbazira attributed these challenges to leaders who "hold power but lack concern for the people they serve."  
 
Political Ambitions: A Push for Change.
 
Frustrated by the ongoing neglect, Mbazira announced his intention to contest for the Lubaga South Parliamentary Seat in the 2026-2031 elections, vowing to champion environmental protection in Kampala, particularly in Lubaga South. 
 
If entrusted with the mandate, I will bring real change to Lubaga South,"*
 he declared.  
 
Support from Councilor Patrick Male  
 
Councilor Patrick Male backed Mbazira’s sentiments, condemning KCCA’s inefficiency.  
 
KCCA’s approach is reactive—arresting people for walking in wetlands instead of educating them on proper environmental practices," Male said.  
 
Both leaders criticized KCCA for focusing on punitive measures rather than sustainable solutions.  
 
Message to Lubaga Residents 
 
Mbazira urged residents to remain hopeful, assuring them that "if Lubaga South elects the right leader, positive transformation is possible."
