President Museveni Assesses PDM Progress During Buvuma District Visit

President Yoweri Kaguta Museveni conducted a field evaluation of the Parish Development Model's implementation during his working visit to Buvuma District, where he engaged directly with beneficiary farmers. At Buyego Village, the President inspected the agricultural operations of Wako Muwereza, a PDM recipient whose enterprise has shown measurable growth since receiving program funds in 2023 through the Tome Poultry Group.  

During the assessment, President Museveni demonstrated the government's commitment to agricultural transformation by presenting Muwereza with Shs12 million to facilitate land expansion and operational scaling. The visit also showcased the success of established farmer Edward Mubiru, whose diversified 50-acre operation featuring coffee, bananas, and dairy cattle serves as a model for commercial agriculture in the island district.  

Parliamentary representatives and technical officers accompanying the President identified several structural challenges requiring policy attention. Buvuma MP Robert Migadde highlighted the unique financial burdens faced by island communities, particularly the elevated costs of fishing equipment and fuel-dependent monitoring activities. State Minister Diana Mutasingwa called for funding formula revisions to better accommodate population density in the Buganda region, while Agriculture State Minister Fred Bwino Kyakulaga stressed the importance of adopting climate-smart techniques to maximise limited land resources.  

The President's field visit underscores the administration's hands-on approach to poverty alleviation, with particular focus on transitioning subsistence farmers to commercial production. Muwereza's testimony about mentoring fellow farmers demonstrates the program's potential for creating multiplier effects in rural communities.  

 
This working tour provides critical insights into the PDM's implementation challenges and successes within island communities, informing upcoming program adjustments. The President's direct engagement with beneficiaries serves to reinforce government accountability for development outcomes while identifying best practices for nationwide replication.  

The President's delegation proceeded to Kayunga District for subsequent evaluations, continuing this series of grassroots assessments that bridge policy formulation and field implementation. Technical teams are expected to incorporate findings from these visits into ongoing program refinements, particularly regarding funding allocations and logistical support for hard-to-reach farming communities.
