Kampala’s Local Council Chairperson elections focus on salary increases and new administrative requirements.
The forthcoming elections for Local Council Chairpersons have taken center stage in Kampala, with discussions revolving around proposed salary increments and new administrative requirements. There is growing consideration to increase the allowances and emoluments for chairpersons, introducing a new levy to enable them to manage the funds contributed by their constituents more effectively.
However, all sitting chairpersons have been instructed to vacate their offices immediately following the elections. Under the new guidelines, each winning chairperson will be allocated only one office, a significant departure from the previous arrangement where some held multiple office spaces. This move is aimed at streamlining administrative operations and cutting down on unnecessary expenditure.
Two ministers from the Ministry of Local Government, Hon. Balamu Balugahara and Hon. Justine Namere, have officially launched the electoral process for chairpersons across the region. The ministers emphasized the importance of conducting free, fair, and transparent elections, noting that the last properly held elections date back to 2018. They described the upcoming polls as a significant milestone in Uganda's democratic governance and a foundational exercise that will set the tone for future political processes.
During their address, the ministers urged all outgoing chairpersons to hand over power gracefully should they lose the elections. They reiterated that no chairperson would be permitted to maintain multiple offices, reinforcing the government's commitment to accountability and proper resource management.
The chairpersons have raised concerns over the difficulties they face in collecting and managing constituent funds, particularly those related to local revenue streams. Many have highlighted the operational challenges that stem from inadequate financial resources. In response, Hon. Balam assured the gathering that President Yoweri Museveni is actively working on plans to increase the sub-county and district development funds, which would significantly ease the burden on local leaders and improve service delivery.
As part of their mandate, the chairpersons will be required to undergo comprehensive training sessions similar to those offered to Members of Parliament and ministers. The training is intended to equip them with the necessary skills in financial management, governance, and public administration to effectively serve their communities.
In a related development, the Minister has been deeply involved in the sensitive issue concerning children with albinism. Recent reports have indicated that some families have been neglecting or abandoning their children born with albinism due to stigma and misconceptions surrounding their appearance. This has sparked public outcry, with community members demanding action.
In response, the Minister has announced plans to engage with affected families and stakeholders to find a lasting solution. Among the proposed measures is the acquisition of land where children with albinism can be settled and provided with proper care and support. The Minister has also committed to holding consultative meetings with the families to address their concerns and ensure that these vulnerable children receive the protection and opportunities they deserve.
Meanwhile, in a separate advisory, the Minister has urged young people across the country to desist from reckless behaviors that could jeopardize their futures. He specifically warned against engaging in casual sexual relationships and called for responsible parenthood. As part of this initiative, he encouraged the adoption of DNA testing as a standard practice to ensure that individuals take responsibility for their biological children, thereby reducing the burden on families and the state.
The electoral commission has confirmed that the chairperson elections will take place on the 28th day of this month. Authorities have called upon all eligible candidates and voters to participate peacefully and uphold the principles of democracy.
