After nearly two decades of anticipation, the construction of the Wapakhabulo Memorial Institute has officially begun, marking the fulfillment of a presidential pledge made by President Yoweri Kaguta Museveni in 2004.
The Sh47 billion project, named in honor of the late Speaker of Parliament James Wapakhabulo, was launched with a groundbreaking ceremony presided over by State Minister for Education and Sports, Hon. Joyce Moriku Kaducu, who represented the First Lady and Minister of Education and Sports, Hon. Janet Kataaha Museveni.
President Museveni first vowed to establish the institute during Wapakhabulo’s burial on April 3, 2004, in recognition of his immense contributions to Uganda as a former Foreign Affairs Minister, Second Deputy Prime Minister, and Speaker of Parliament.

Speaking at the ceremony, Hon. Moriku hailed Wapakhabulo as "a statesman and an icon whose legacy deserves recognition." She emphasized the government’s commitment to honoring its pledges, no matter how long they take
Mama Angelina Wapakhabulo, the late speaker’s widow, expressed her gratitude, saying:
"I thank the government of Uganda for fulfilling this pledge to remember my dear husband. When they requested 10 acres of land, our family gladly provided it because of our good relationship with the government."
Eng. Lt Col Peter Kademuka promised the residents jobs and that as UPDF they will first consider buying the building materials from the locals as long as they are of good quality
The project is being implemented by the UPDF Engineering Brigade led by Lt. Col. Eng. Peter Kademuka, who assured the community of high-quality work and timely completion.
Hon. Florence Nambozo, the Woman MP for Sironko District, thanked President Museveni for finally delivering the project, urging locals to "remain patient, as major government projects take time."
With construction now underway, the Wapakhabulo Memorial Institute is expected to boost education, create jobs, and uplift the local economy in Sironko.
