PDM Funds Scandal Erupts in Buvuma as Officials Face Corruption Allegations

Tensions flared in Buvuma District during a verification exercise for the Parish Development Model (PDM) funds, leading to the dramatic arrest of government worker Erina Mukasa Naggita. The coordinator for Buwangwe Parish was apprehended after furious residents accused her of extorting Shs100,000 from each beneficiary and falsifying repayment records. 

The confrontation occurred during a high-level monitoring visit involving RPC Jaffer Magezi (Ssezibwa Region), RDC Patrick Mubiru, and area MP Robert Migadde Ndugwa. Residents presented explosive evidence showing:  

 Forced "registration fees" despite PDM being interest-free. Fabricated loan statements showing repayments never made  
Threats demanding additional Shs600,000 payments  

RPC Magezi ordered Naggita's immediate detention at Buvuma Police Station for investigation, warning all officers against soliciting bribes from beneficiaries. The scandal has reignited broader grievances in the island district, including:  

Unresolved land disputes with the BIDCO palm oil company. Daily extortion by security forces (Shs2,000 per motorcycle)  
Eroding trust in NRM after the disputed 2021 elections  

MP Migadde condemned the systemic corruption undermining PDM's poverty alleviation goals, while RDC Mubiru vowed to purge dishonest elements from the program. The incident comes as President Museveni personally monitors PDM implementation across Greater Mukono.
