Mukono Physical Planners Who Issue Illegal Permits to Face Dismissal

Mukono District Launches Development Plan 2025-2040, Emphasising Legal Compliance and Sustainable Growth  


Mukono, Uganda – The government has initiated a strategic move to promote structured development across the country through the National Physical Development Plan (NPDP) 2022-2040, which was passed by Parliament in 2022 and officially came into force in April 2024. This plan provides a framework for guided and sustainable development in Uganda.  


In line with this, Mukono District, under the leadership of its Chief Administrative Officer (CAO), has partnered with Ms. Latitude Consulting Team to educate local leaders—including politicians, sub-county chairpersons, mayors, security agencies, and others—on the provisions of the plan and its implications for Mukono’s development between 2025 and 2040.  


The workshop, held at Colline Hotel in Mukono, aimed to align district development priorities with the national framework, focusing on critical sectors such as education, health, and infrastructure. A key emphasis was placed on controlling haphazard construction and ensuring that physical planning laws are strictly followed.

Stephen Muhumuza, Deputy Chief Administrative Officer (CAO) of Mukono, highlighted the irresponsibility of some physical planners who issue construction permits without adhering to legal guidelines. He warned that such officials will be held accountable for violating established laws.

Mercy Kanyesigye, Urban Plans Officer from the Ministry of Lands, advised planners to prioritise the needs of ordinary citizens, especially regarding access to essential services like water, roads, hospitals, and schools. She stressed the importance of equity in development planning.

Hajjati Fatuma Ndisaba Nabitaka, the Resident District Commissioner (RDC) of Mukono, noted that Mukono has long lacked a coherent development plan. She called for collective leadership and commitment to transform the district in line with the new vision.  
Ndisaba also urged the government to investigate the poor conditions of housing estates in Mukono, which she said pose health risks to residents. She requested the ministry to issue guidelines addressing this issue. 
Some local leaders welcomed the initiative but urged government officials to ensure that the proposals outlined in the plan are effectively implemented to benefit the community.
