Traders to Protest Against Landlord Over Unfair Charges and Insecurity

Traders have resolved to storm the offices of landlord Kitandwe and deliver a statement regarding their grievances

Traders in three arcades will protest against landlord Tom Kitandwe over unfair rental charges, high utility fees, and inadequate security.


Kampala, Uganda – Traders operating in the Galilaya, Grand Corner, and Gaza arcades have announced plans to proceed with a demonstration against their landlord, Tom Kitandwe, on Tuesday. This decision follows a failed consultation meeting held at Aponye Hotel, where traders outlined grievances including unfair rental charges, exorbitant utility fees, and inadequate security.  

The meeting was attended by the traders’ chairperson, Robert Tumuheirwe; the DPC of CPS Jinja Road, Abraham Tumukundane; and the chairperson of traders operating in arcades, Edward Ntale. Traders expressed frustration over Kitandwe’s refusal to address their concerns, despite repeated engagements.  

Key issues raised include:  
- Unjustified increases in rental charges without prior notice.  
- Excessive electricity charges, with traders demanding individual Yaka meters to ensure transparency.  
- Lack of access to security camera footage despite payments for surveillance services.  
- Harassment and unfair treatment by security operatives deployed in the arcades.  

Edward Ntale, chairperson of Utrada, questioned why traders are charged over UGX 900,000 for water, describing the fee as exploitative.  

During the meeting, some traders proposed storming Kitandwe’s office to submit a petition, while others suggested pressuring colleagues who continued operating their shops amidst the dispute. Councilor Robert Lutalo cited provisions in the Tenant Act that prohibit landlords from increasing rent without proper notice.  

DPC Abraham Tumukundane advised the traders to seek amicable solutions with the landlord before taking drastic actions. However, traders resolved to reopen their shops and proceed with the demonstration on Tuesday if their demands remain unmet.
