Local Leaders Appeal to Government for Better Support in Implementing Parish Development Model

Parish chiefs, town agents, and community development officers (CDOs) in Wakiso District have called on the government to address the challenges hindering the effective rollout of the Parish Development Model (PDM).  

During a meeting at the Ministry of ICT in Nakawa, the officials highlighted persistent obstacles, including unreliable internet connectivity, malfunctioning smart devices (such as iPads), and software glitches that disrupt data entry and management.  

The meeting was also attended by SACCO chairpersons overseeing PDM funds. However, some expressed frustration over operational delays, stating that while funds have been disbursed, beneficiaries still face bottlenecks in accessing them.  

Wakiso District Planner Paddy Galabuzi explained that due to these challenges, the Chief Administrative Officer (CAO) has written to the Ministry of ICT, urging collaboration to provide targeted training tailored to the field realities.  

Despite the hurdles, Wakiso District has demonstrated commitment to the PDM’s success. Out of the UGX 26 billion allocated, UGX 21 billion has already been distributed to over 26,000 beneficiaries.
