Government to Create Special Fund for Fishermen

In a move aimed at improving the livelihoods of fishermen, the Ugandan government has announced plans to establish a special fund dedicated to supporting their activities. This revelation was made by President Yoweri Kaguta Museveni during his visit to Mr. Titus Tumusiime’s farm in Sironko Village, Nyamukutu Parish, Butiaba Sub county, Buliisa District. Mr. Tumusiime is one of the beneficiaries of the Parish Development Model (PDM) program in the district.

President Museveni, who is currently on a performance assessment tour of the PDM in the Bunyoro sub region, acknowledged that the current PDM funds are insufficient to meet the needs of fishermen. He emphasized that fishing tools such as boats and nets are expensive, making it difficult for fishermen to sustain their livelihoods with the existing financial support.

“The fishermen’s fishing tools, such as boats and fishing nets, are expensive. The PDM money isn’t enough for them to purchase these tools. Therefore, we shall create other funds for them,” the President stated.

To address this issue, President Museveni announced that he will convene a meeting with fishing community leaders in May 2024 to discuss the matter further and develop a comprehensive support plan.

 Support for Model Farmer

During his visit, President Museveni commended Mr. Tumusiime for his exemplary farming practices and contribution to the community. In recognition of his efforts, the President donated Shs 10 million to Mr. Tumusiime to purchase a tuk tuk for transporting pig feeds and Shs 25 million to buy a grinder. These contributions are expected to enhance Mr. Tumusiime’s farming operations and increase his productivity.

Mr. Tumusiime, who received Shs 997,000 from the PDM program after bank charges on November 15, 2023, shared his success story with the President. He explained how he used the funds to purchase six pigs, construct a fence, buy feeds, and cover transportation and medical costs. His pigs later produced 48 piglets, which he sold for a total of Shs 4.3 million, significantly boosting his household income.

 Addressing Cultural and Lake Wrangles

President Museveni also addressed the issue of the Bugungu Kingship (Butebengwa), following a briefing by Hon. Allan Atugonza, the Member of Parliament for Buliisa County. The President assured the community that he has no objections to the establishment of the Bugungu Kingship and promised to facilitate a meeting between the Butebengwa team and the Bunyoro Kitara Kingdom to resolve any outstanding issues.

Regarding the ongoing disputes over Lake Albert, President Museveni urged local leaders to take an active role in resolving these conflicts. He also pledged to organize a stakeholders’ meeting in May 2024 to discuss the lake’s challenges and find lasting solutions.

 Commendation for Poverty Alleviation Programs

Hon. Allan Atugonza praised President Museveni for initiating poverty alleviation programs like the PDM, which have significantly improved the lives of many Ugandans. He highlighted the positive impact of these programs on local communities and expressed gratitude for the government’s continued support.

The visit was attended by several government officials, including ministers, members of parliament, and local leaders. President Museveni’s announcements regarding the special fund for fishermen, support for model farmers, and efforts to address cultural and lake related issues underscore the government’s commitment to improving livelihoods and fostering development in the Bunyoro sub region.
