PDM funds are targeted at those striving to meet basic food needs, not for everyone.
During a meeting with Parish Development Model leaders and residents of Kawempe South at Makerere University Yellow Primary School, officials provided crucial clarifications on the program. Deputy RDC Kagenyi Lukka, representing the Office of the President, firmly stated that PDM funds are not intended for everyone but are specifically targeted at those striving to meet their basic food needs.
He explained that the program was founded after a report identified that 39% of households were living in a state of subsistence, and he emphasised that the money given out must be viewed as a revolving fund. Beneficiaries are expected to return it so that others in need can be helped. Deputy RDC Kagenyi strongly encouraged recipients to invest the money in profitable ventures and to avoid using it for frivolous expenses such as hairdressing, birthday celebrations, or paying school fees. He assured those who have not yet received funds that the money is available and will all be catered for, sharing the long-term vision of creating Parish Banks to continue developing communities.

In the same meeting, Hajjati Namayanja Mariam Kiwanuka also addressed the gathering. She warned the people of Kawempe not to be misled by politicians who make empty promises. She then shared positive news from President Museveni, promising to establish a Referral Hospital in every division, an announcement that brought smiles to the faces of residents. Following this, she encouraged people to maintain peaceful conduct and avoid creating chaos during the elections.
Adding to the discourse on community welfare, Inspector of Police Ogwanga Steven from the Kawempe Division urged residents to always report any suspicious activities or feelings of insecurity in their areas directly to the police.
