Mukono Court to Rule on Jurisdiction in Ntenjeru–Kisoga Election Petition

Mukono Chief Magistrate’s Court is set to deliver a pivotal ruling tomorrow, Tuesday Frbraury 24, 2026 in an election petition that has drawn significant attention from the locals of Ntenjeru–Kisoga Town Council in Mukono District.

The Mukono Chief Magistrate, Paul Matyama, on Friday set Tuesday at 3:00 pm as the date and time he will deliver the judgment on whether his court has jurisdiction to hear the election petition in which National Resistance Movement candidate for Ntenjeru-Kisoga town council LC3 chairperson race, Hadson Kiyaga, is seeking a recount.

Kiyaga is challenging the victory of independent candidate Mike Kaggwa, who was declared the winner of the hotly contested race with a margin of only seven votes. Mukono district Returning Officer, Emily Amongin, declared Kaggwa the winner after garnering 2,197 votes, as Kiyaga only secured 2,190 votes.

Kaggwa, the first respondent, is being represented by counsel Don Nalera, while Apio Katende is for the second respondent, the Electoral Commission, and Benon Sseryazi is counsel for the applicant.

Sseryazi had asked the court to give him up to Thursday, something which the presiding magistrate declined, saying the case must be handled swiftly to allow the voters know who is the right chairperson to take on the leadership.

He therefore gave Sseryanzi, the very Friday up to midnight, the time for him to file backing information to prove that the Magistrate’s court has the jurisdiction. He is expected to file whatever he deems fit to enable him win the eye of the magistrate through digital means.

For the defence side, Nalera was given Saturday until midnight to file his defence according to what the applicant might have filed.
