Minister Cancels General Waswa's Claim to Disputed Kiboga Land.

Minister of State for Lands, Sam Mayanja, has ordered Retired Major General Samuel Waswa to vacate a contested piece of land located in Lwankonge-Dwaniro, Kiboga District. The land in question is at the center of a dispute between the children of the late Welly Luwaga and Gen. Waswa.
 
Reports indicate that after Luwaga's death, Gen. Waswa attempted to claim the land from his children, led by Kigundu Moses. Gen. Waswa maintains that the land legally belongs to him based on a court ruling. However, it is understood that this specific land, estimated at over 500 acres, originally belonged to the late Welly Luwaga, a war veteran who fought for the current government. Upon his death, the land passed to his children.
 
Kigundu Moses's son stated that Gen. Waswa had occupied the land for some time without challenge, even deploying soldiers there, before finally initiating legal action against them.
 
These details emerged during a fact-finding meeting convened by Minister Sam Mayanja to investigate the contested land. The meeting included the President's Advisor on Land Matters, Phiona Barungi, and the Kiboga Resident District Commissioner (RDC).
 
The children's persistence in pursuing the case prompted Gen. Waswa to present a court document allegedly awarding him the land. However, Presidential Advisor Phiona Barungi, who reviewed the document, disputed its validity concerning *this specific* land.

Minister Mayanja, exercising his authority, scrutinized the court document presented by Gen. Waswa. He declared it void, revealing a critical discrepancy, the court ruling Gen. Waswa relied upon actually awarded him land on Block 541, Plot 14, while the land currently occupied and disputed is Block 540, Plot 14 – which legally belongs to Luwaga's children.

Minister Mayanja consequently ordered Gen. Waswa to immediately vacate Block 540, Plot 14. He further directed the Kiboga RDC to demarcate and secure the land within 10 days.

During his inspection, Minister Mayanja also expressed grave concern about the welfare of laborers found working on the disputed land under conditions he described as perilous. He noted that many workers appeared to be immigrants from neighboring countries like Burundi and Rwanda, housed in makeshift, substandard structures.
 
The Minister emphasized that these conditions pose a serious threat to the workers' lives.
