NIRA Set to Roll Out Free National ID Registration in Masaka

Masaka, Uganda – The National Identification and Registration Authority (NIRA) has announced plans to conduct a mass registration exercise for national identity cards in Masaka District, beginning May 26, 2025. The initiative, launched in partnership with local leaders, aims to provide free ID services to residents, particularly targeting those with expired documents and first-time applicants.  

During a preparatory meeting chaired by Masaka Resident City Commissioner (RCC) Ahmed Washaki, authorities emphasized the importance of this exercise in enhancing access to essential services. Washaki issued a strong warning against unscrupulous money lenders who have been confiscating national IDs as loan collateral, stating that such practices violate Ugandan law and would not be tolerated during this registration period.  

Faith Nahurira, the District Registration Officer, clarified the registration guidelines, noting that while all citizens are eligible, priority will be given to individuals with expired identification documents. She reassured residents that the process would be completely free of charge, with no requirement for police letters unless applicants need to modify their personal details.  

The exercise comes as part of broader government efforts to improve service delivery and financial inclusion. Janet Mulindwa, the Masaka District Resident District Commissioner (RDC), highlighted the critical role of national IDs in accessing banking services, government programs, and mobile money platforms, urging full community participation in the upcoming registration.  

Local leaders have pledged to conduct extensive public sensitization campaigns across all wards to ensure widespread awareness of the registration process. Security personnel will be deployed to registration centers to prevent any instances of extortion or fraudulent activities.  

This initiative follows numerous complaints from Masaka residents about difficulties in accessing services due to expired identification documents, as well as reports of exploitation by money lenders withholding IDs. The government has allocated significant resources to ensure the exercise's success, with NIRA officials promising efficient and transparent service delivery throughout the registration period.  

Authorities expect the mass registration to significantly reduce identity-related fraud while enabling more citizens to fully participate in Uganda's formal economy. The exercise will be closely monitored, with officials vowing to take strict action against anyone attempting to undermine the process or exploit applicants.  

Residents are advised to prepare necessary documentation and await further announcements regarding specific registration dates for their respective localities. The Masaka District leadership has committed to providing regular updates to ensure smooth implementation of this crucial national identification drive.
