MPs Grill Police Leadership Over JATT Actions in Kawempe North By-Election and CCTV Performance

Members of Parliament (MPs) on the Defence and Internal Affairs Committee have summoned Inspector General of Police (IGP) Abbas Byakagaba, his deputy, State Minister for Internal Affairs General David Muhoozi, and other police technical officials to explain the conduct of the Joint Anti-Terrorism Task Force (JATT) during the Kawempe North by-election. The MPs are demanding accountability for alleged human rights violations against voters and residents since the nomination period.

The police leadership is also appearing before the committee to address concerns regarding the effectiveness of CCTV cameras in curbing criminality across the country. The issue was raised by Mukono North MP Abdullah Kiwanuka, who claims he was tortured and detained at Kawempe Police Station during the by-election period.

Kagoma County MP and NRM Caucus Spokesperson Brandon Kintu also criticized the police for gross human rights violations, questioning the role of CCTV cameras in preventing such incidents. Kintu highlighted the presence of these cameras during the alleged violations, raising doubts about their effectiveness.

In 2018, Parliament approved $104 million from Standard Chartered Bank for the installation of CCTV cameras in phases one and two across the country. However, MPs have expressed dissatisfaction with the performance of these cameras, accusing officers managing the footage of demanding large sums of money from the public seeking access to recordings.

Despite the criticism, General Muhoozi defended the CCTV system, stating that its performance ranges between 85% and 95%, with some areas achieving 100% effectiveness. However, MPs remain skeptical and are hesitant to approve funds for phase three of the project without significant improvements.

Committee Chairperson Wilson Kajwengye emphasized the need to align the sub-county CCTV modeling with President Yoweri Museveni’s directive to enhance crime prevention. He called for a thorough review of the system to ensure it meets its intended objectives.

In response to the allegations against JATT, General Muhoozi acknowledged the excesses of the combined force and promised to take action against officers found guilty of misconduct. He assured the committee that the police are committed to upholding human rights and improving their operations.

The committee’s inquiry highlights growing concerns over police conduct and the effectiveness of security measures, particularly during elections. As the investigation continues, MPs are pushing for greater accountability and transparency to restore public trust in law enforcement agencies.
