Tensions flared during a council meeting in Nakisunga Sub County, Mukono District, as disagreements over the proposed budget for the 2024/2025 financial year led to a heated exchange between councilors and the sub county leadership. The meeting, chaired by Sub County Chairperson Fred Kitumba and Deputy Speaker Gorret Kyesubile, descended into chaos, with accusations of mismanagement and calls for accountability.
The dispute centered around the allocation of funds for various development projects, including agriculture, livestock, and fishing, which are critical to the livelihoods of residents in Kyetume Parish. Councilors expressed frustration over what they described as a lack of transparency in the budgeting process and the misuse of funds meant for community development.
Dr. Fred Ssimbwa, the Nakisunga Sub County Veterinary Officer, was caught in the crossfire when he attempted to address the council. During his presentation, Dr. Ssimbwa received a phone call, which he answered, further angering councilors who accused him of disrespecting the meeting. The situation escalated when councilors began shouting and demanding that Dr. Ssimbwa leave the room. In the ensuing chaos, some councilors physically pushed him out of the meeting.
The councilors accused the sub county leadership of failing to prioritize key sectors such as education, health, and infrastructure in the proposed budget. They also raised concerns about the lack of accountability in the use of funds, alleging that some officials had misappropriated resources meant for development projects.
John Mpanga, the Sub County Speaker, attempted to restore order but was met with resistance from councilors who demanded that the meeting be adjourned. After a 15 minute suspension, the meeting resumed, but tensions remained high. Councilors insisted that the budget should not be approved until their concerns were addressed.
In a dramatic turn of events, Speaker John Mpanga condemned the actions of Dr. Ssimbwa and warned against any attempts to undermine the freedom of the press. He also called for Dr. Ssimbwa to apologize for his behavior. Meanwhile, Madinah Nakayenga, the Sub County Finance Officer, presented the proposed budget, outlining the allocation of funds for various projects. She emphasized the need for transparency and accountability in the use of public resources.
Despite the heated exchanges, the council eventually approved the budget, which includes significant allocations for road construction, healthcare, education, and coffee farming. The sub county plans to collect over 450 million shillings in revenue for the 2024/2025 financial year, with a focus on improving infrastructure and public services.
Following the meeting, Speaker John Mpanga and Chairperson Fred Kitumba addressed the media, assuring residents that their concerns would be addressed. They pledged to work closely with councilors to ensure that the budget is implemented effectively and that resources are used for the benefit of the community.
The chaotic meeting highlights the challenges faced by local governments in managing public resources and addressing the needs of their constituents.
