KCCA resolution on Hamis Kigundu flops

Makindye councillor Sendi Mosh who tabled the list of councillors allegedly bribed by Ham

The KCCA special council meeting, conducted by Speaker Zahra Luyirika, was meant to resolve the controversies surrounding the circumstances under which city tycoon Hamis Kigundu constructed along the Nakivuno channel. However, it ended prematurely after city councillors raised mixed reactions to the motion intended to halt the construction along the Nakivubo channel.

 

This followed a motion which was tabled by Makindye East councillor Sendi Mosh, showing a list which has been circulating on social media indicating the number of councillors that have received this bribe from Hamis Kiggundi before he was awarded a tender to start construction.

Sendi further urged that the entire list was a fraud which was used by their critics to witch hunt them politically.

 

The council also questioned the letter which was written by the president, issuing a green light to Kigundu to resume this construction where the president as assumed the powers of the council. The councillors also accused the lord mayor of his utterances where he went to various media houses and made unjustifiable allegations of them being bribed, yet it’s the Kampala district land boards which was supposed to distribute titles.

These demanded that the lord mayor withdraw his statement.

However, Muyenga parish councillor Omar Yasin opposed this directive, saying the president, who heads the central government, was also heading the local government; therefore, he could not be challenged.

 

Meanwhile, Rubaga North James Mubiru also condemned the conduct of Ham to proceed with the construction, yet this was not approved by the KCCA council. He also proposed that the KCCA executive director open criminal summons against Kigundu.

 

Nakivubo channel is Kampala's largest storm water drainage channel running from Makerere through Kampala central, Makindye division, into Lake Victoria through Muchison Bay.
