Residents of Kabale have criticized officers attached to the Criminal Investigations Department-CID and in Charges of Police outposts across the district for using harsh language.
Residents claim that they are treated harshly by Police detectives & OCs whenever they rush to police to seek services. As a result, the residents claim that many of them shy away from reporting cases and resort to taking the law into their own hands.
Abdu Mugyenyi, a resident of Kirigime cell in Central division in Kabale municipality he has visited Kabale central police station on several occasions seeking services only to be turned away by the arrogant CID officers.
Mugyenyi also notes that he is tired of CID officers closing their cases citing lack of evidence instead of advising them of what to do.
Robert Kakuru Byamugisha, the Director of Kick Corruption out of Kigezi a non-governmental organization based in Kabale, says most CID officers and OC brag on residents as if they are Inspector Generals of Police.
Byamugisha says as a result, many residents to report cases, which undermines the delivery of justice.
The Deputy Commissioner for Community Policing, Anatoli Muletelwa concurs with the complaints of arrogance leveled against the officers in Kabale, saying it has greatly affected police work and its relationship with the community.
He says it is a big shame for the officers to handle their clients with arrogance.
