Government To Issue Certificates To ‘Bibanja’ Settlers In Buganda To Fight Land Grabbing

The Ministry of Lands, Housing and Urban Development is planning to start issuance of certificates of occupancy to all bibanja holders in Buganda as part of efforts to address the rampant land conflicts and evictions. 

Denis Obbo, the Ministry of Lands spokesperson, says that the exercise comes after a successful pilot project, Improvement of Land Governance in Uganda to Increase Productivity of Small Scale Farmers on Private Mailo-Land (ILGU).   

Obbo says the ministry will start by meeting both civil authorities; land administrators and leaders in the area and sensitizing them on the initiative which they think can help solve the problem.    

Obbo says that the certificates will be attached to different private mailo titles in the land offices as proof of encumbrances on a given piece of land.
